The Brazilian Chess Federation and the Santa Catarina Chess Federation - FCX - invite America's chessplayers to participate in the Panamerican Youth Chess Festival - 2005.

OBJECT
Appointing the Panamerican champions under 10, 12, 14, 16 and 18 year, boys and girls.

PARTICIPTION
Each FIDE member federation belonging to Zones 2.1 to 2.5 shall have the right to send one official representative to each Championship, as well as a coach to all categories, and the Federations also may register any number of extra participants it deems necessary.
Also, the winners absoluty players from each category of Pan American 2004 along with the absolute Regional winners carried out in Brazil and Noth America, Boca Ratón, July 2004. 
All official players (and the three first ranked players in each Category of the Pan American Youth Chess Festival 2004) and one coach per Federation have free board and lodging.  
The birthdate of each participant must meet the FIDE Handbook rules.

DATE – june, 11 to 18, 2005 

TOURNAMENT VENUE
Balneário Camboriú, Santa Catarina, Brasil in the Sibara Flat Hotel Brazil Avenue, 1.500, to 20 Km of Navegantes aeroport and 90 Km of Florianópolis (Hercilio Luz) aeroport. 

PRIZE

Gold, silver and bronze medals to the players placed 1-3 in each category. 9-round International Master norms for clear first places in under-16 and under-18 categories. In case of a tie for the first place each of the tied players shall be awarded the title of (Woman) FIDE Master up to a maximun of three players. 
The winner of each Pan American Championship will have the right to participate in the next Pan American on the corresponding age category or a higher age category, as well as his/her category's 2005 World Championship in Belfort, France in July.

RULES -The Panamerican Youth Chess Festival 2005 will be played according to FIDE laws of chess.  

SYSTEM - 9-round swiss, computer pairings.

GAME TIME

If Digital clock: 90 minutes for all moves, with 30 seconds added per move from move 1, with obligatory recording of moves.
If Analog clock: 40 moves in the first 2 hours, then 1 hour added to all moves,  with obligatory recording of moves, excepting the last 5 minutes. 

RATING - The tournament will be valid for the ELO FIDE.

TIE-BREAK CRITERIA - Sum of progressive scores, sum of progressive scores cuts, Solkoff, Solkoff cuts and age (in favor of the younger player).

REGISTRATION
Each Federation must send - officially - to the Organizing Committee, filling the form "inscrições (registration)" with full name, categories, title, FIDE ratings and birthdates of its participants, as well as the name of their coach. All participants must be authorized by their Federations - which should be done by sending the filled form. 

Each Federation will register its entries to the Organizing comittee, specifying full names, categories, titles, rating and birthdates, as well as the coach's name, until June 3, 2005. Every player must be authorized by his/her Federation.
The registration fees quoted in FIDE financial regulations - US Dollars 75 to official participants and US Dollars 100 to extras - must be paid by the participants in appropriate places in the hotel's entrance before the check-in. No participant shall be allowed to participate without payment of the entry fee before the start of will first round.
Late registrations will cause an extra fee of US Dollars 20.

TRANSPORTATION AND LODGING PACK

The full board and lodging pack in the official hotel is: Single USD 380, Doble USD 330 and triple/others USD 280
, provides: 
7 days per person in the hotel, with breakfast, lunch and dinner (drinks and extras are not included) in the hotel, from the lunch of June 11, 2005.
Free transportation to the Airport and bus station of Navegantes, following the schedule given below:
Free transportation from the Airport of Navegantes to the tournament venue, and back to the Airport after the event.
The transportation reservations must be done beforehand, with the hotel reservations.

SEMINAR ON SCHOOL CHESS PEDAGOGY
It will be carried out along with the Pan American, an international seminar about school chess for teachers, parents and chess coaches by US Dollars 40 per person.
