From 27 - 31 January 2019 a FIDE Arbiters’ Seminar was organized in Moscow (Russia) by the Russian Chess Federation, under auspices of FIDE. The lecturer was IA Tkachev, Alexander (RUS), FIDE Lecturer, and Assistant lecturer was IA Tsypin, Vadim (CAN).

Program of the seminar:
27.01 – Day of arrival
28.01 - Laws of Chess (including Rapid, Blitz, etc) – Anti cheating guidelines for Arbiters
29.01 - Tournament Rules, System of Games, tie breaks
30.01 - Swiss system. Pairing rules, Regulations for the rating and the over-the-board titles, Regulations for the titles of the Arbiters, Use of the electronic clocks, Examination test.
31.01. - Day of departure

The language of the Seminar was Russian.

37 National Arbiters from three (3) Federations (RUS, ТКМ, KGZ) participated in the seminar.

19 of them participated in the examination test, held after the end of the lectures.

The following succeeded in the test and will be awarded a norm for the FIDE Arbiter title, after the approval of the next FIDE Presidential Board:
