74th FIDE Congress: 2003 FIDE Executive Board Communique and Approved Titles

FIDE publishes the communique of the Executive Board meeting held on the 2nd November 2003 at the Pallini Beach Hotel, Kallithea, Halkidiki, Greece The 74th FIDE Congress concluded its sessions on 2nd November 2003 at the Pallini Beach Hotel, Kallithea, Halkidiki, Greece, and took a number of decisions which addressed the immediate problems facing the organization especially in the light of the decision of the Presidential Board to cancel the Ponomariov-Kasparov World Chess Championship Match. The Executive Board endorsed the decision of the President to cancel the Ponomariov-Kasparov 2003 World Chess Championship Match and to organize in its place the World Championship (Knock Out) tournament. The Board noted the many efforts and concessions made by FIDE to meet the various demands of World Champion Ruslan Ponomariov and concluded that FIDE could not accept the situation where the World Champion was dictating unacceptable terms to FIDE in order to defend his title under the terms of the Prague Agreement. The Board noted with satisfaction the cooperative attitude of Grandmaster Garry Kasparov throughout the various negotiations for the Match. The Board therefore granted anticipatory powers to the FIDE President to decide on the details of the format, which will be submitted by the World Chess Championship Committee to enable the event to be split on the basis of two, three or four groups of 64 or 32 players each. The idea behind this proposal is to enable two, three or four possible bids for the entire knock out championship thereby spreading the costs of hosting the entire event. The Board noted with satisfaction the proposal of the Georgian Chess Federation to organize the Women’s World Chess Championship in Tbilisi, Georgia, in the period May-June 2004 with the prize fund of USD450,000. As part of its measures to address its financial problems, the Board approved the recommendation of the Presidential Board to move the FIDE Secretariat from Lausanne to Athens in order to reduce the costs of running the Secretariat. The Board was briefed by both the Spanish Chess Federation President Mr. Javier Ochoa and the representative of the city of Calvia, Mr. Antonio Rami on the preparations by the Organizing Committee to hold the 36th Chess Olympiad and the 75th FIDE Congress in the Spanish Island of Majorca from 21 to 31 October 2004. At the same time, the Executive Board confirmed the dates for the 37th Chess Olympiad and the 77th FIDE Congress to be held in the Italian city of Turin from 20 May to 4 June 2006. In view of the growing number of countries interested in hosting the Chess Olympiads and Congresses the Board established a deadline for the submission of bids to host the 2008 Chess Olympiad. The Board noted that Armenia, Germany, Sweden and Argentina had expressed interest to host the 2008 Olympiad and set a deadline of 15 April 2004 for the submission of bids by these countries as well as any other country that might be interested in hosting the event. The following events were approved by the Executive Board : -World Youth Championship 2004 to be organized in early November by O.A.A. Heraklion Chess Club, Crete, Greece, while the same event for the years 2005, 2006, 2007, 2008 have been awarded to Belfort, France; India, Antalya-Izmir, Turkey and Vietnam respectively. -World Juniors and Girls 2004 in early September in Calcutta, India. -World Juniors and Girls 2005 and 2007 events were awarded to the Turkish and Armenian Chess Federations. -World Rapid Chess Championship 2005 to be held in Cap d’Agde, France. -World Youth Team Championship 2005 was awarded to the United States Chess Federation. – The Inaugural World Major Open Championship to be held in Scarborough in August 2004 as part of celebrations marking the centenial anniversary of the British Chess Federation. The Executive Board also approved a new event to be known as the World Youth Intercontinental Championship for the winners of each category in continental championships. It approved the new pairing system to come into force from the next Olympiad, which will use normal Bucholtz scores. As part of efforts to give greater impetus to activities in the Chess in Schools Committee, the Executive Board approved the proposal that affiliated organizations may be allowed to send entries into the World Youth Championships and other junior or youth events upon approval by the Presidential Board. Finally, the Executive Board resolved to declare the years 2004 and 2005 as the year of Tigran Petrossian and the year of Chess in Schools respectively. It resolved to extend its gratitude to the Greek Chess Federation, FIDE Deputy President Georgios Makropoulos and Mr. Theodoros Tsorbatzoglou for the successful organization of the 74th FIDE Congress and the 2003 World Youth Chess Championship. FIDE publishes the Agenda of the 1st quarter 2004 FIDE Presidential Board meeting scheduled to be held 28-29 February in Kotor, Montenegro. FIDE General Secretary Noureddine Tabbane has prepared the Agenda for the first quarter 2004 FIDE Presidential Board meeting scheduled 28-29 February in Kotor, Montenegro. Among the items on the Agenda are the World Championship and list of qualifiers. 2003 FIDE Presidential Board Communique

FIDE publishes the communique of the Presidential Board meeting that was held on 17 August 2003 in Abuja, Nigeria. The FIDE Presidential Board rose from its meeting 17 August 2003 at the NICON Hilton Hotel in Abuja, Nigeria, and took a number of far reaching decisions with respect to the implementation of the Prague Agreement and the World Chess Championships. The meeting which was chaired by FIDE President Kirsan Ilyumzhinov, mandated the President to take all necessary measures to ensure that the Ponomariov-Kasparov World Chess Championship match scheduled 18 September 2003 in Yalta, Ukraine shall be held in accordance with FIDE Regulations and the terms of the Prague Agreement for the said match. World Champion Ruslan Ponomariov was requested to sign his Player’s Agreement without any conditions. The Board noted the ongoing discussions between FIDE and the Einstein Group with respect to the Kramnik-Leko match and resolved that the FIDE President should continue the dialogue to determine possible areas of cooperation in Einstein’s effort to complete the match and the unification process under the aegis of FIDE. The Board further resolved that while discussions were ongoing with sponsors for the hosting of this year’s World Championship (knockout) tournament, now renamed the FIDE World Cup, and the Women’s World Championship, the dates for the events should still be in the period of the last week of November and first three weeks of December with allowance for a few days’ possible adjustment at the beginning or at the end to include the Christmas holidays. With regards to the hosting of the Chess Olympiad 2004, the Board directed the Executive Director to ensure that the financial guarantees for the event scheduled for Menorca, Spain, were in place. The Board applauded the proposed hosting of the Chess Grand Prix in February 2003 by the Icelandic Chess Federation and congratulated the Turkish Chess Federation for the excellent organization of the European Individual Championship. The Board approved the year 2004 as the Tigran Petrosian year in honor of the late Armenian World Champion. Finally, the Board resolved to thank the Government and people of Nigeria for the hospitality extended to members of the Presidential Board and the participants in the Test Run for the Chess event at the All African Games. The Board thanked in particular, the Executive Director of the Organizing Committee of the All Africa Games, Dr. Amos Adamu, who was nominated for the Knight of FIDE award at this year’s FIDE Congress in Greece.

The 1st quarter FIDE Presidential Board meeting was organized by the Romanian Chess Federation, 22-23 February in Bucharest. Among the Agenda items were the Unification of the World Championship. COMMUNIQUE OF THE FIDE PRESIDENTIAL BOARD MEETING IN BUCHAREST The highlight of the 1st quarter 2003 FIDE Presidential Board meeting in Bucharest 22-23 February 2003 was the award to Buenos Aires of the hosting of the Kasparov-Ponomariov World Chess Championship match in June this year. In a brief remark on the occasion, FIDE President Kirsan Ilyumzhinov congratulated the Argentine Grandmaster Miguel Quinteros for his successful bid. President Ilyumzhinov pointed out that it was significant that FIDE was awarding this unification match 76 years later after its inaugural staging of the famous Alekhine-Capablanca World Chess Championship match in Buenos Aires in 1927. President Ilyumzhinov on behalf of FIDE, wrote to congratulate the President of Argentina, H.E. Eduardo Duhalde, a chess player of Master strength, for the success of the Argentine bid. Also, on the occasion of the Board meeting, discussions were held with the Chief Executive of the Einstein Group Mr. Steve Timmins and members of his delegation, which included Mr. Carsten Hensel, the Manager of both Grandmasters Vladimir Kramnik and Peter Leko. The Board noted that while discussions were ongoing, they were indeed positive and fruitful. The Presidential Board unanimously resolved to work towards the success of the unification matches under the Prague Agreement. It approved the principles of the joint declaration made in Moscow by the FIDE President and World Champion Ruslan Ponomariov and subsequently, re-confirmed the Regulations for the World Chess Championship match between the World Champion and his Challenger Grandmaster Garry Kasparov with minor modifications. The Board pointed out that whilst it will await the input of the winner of the Kramnik-Leko match, it went on to establish the principle that the current regulations of the Kasparov-Ponomariov World Chess Championship match will serve as basis for the final unification match to be held sometime in November, under the aegis of FIDE. Post Unification World Championship Cycle 2003-2005. With regard to the Post Unification 2 year cycle, the Board reaffirmed FIDE’s commitment to organise the tournaments and matches within the principles of the Prague Agreement as well as the established decisions of the FIDE General Assembly. It directed the Continents and Zones to complete their events adding that the Continents will get the usual financial subsidy from FIDE for their individual Continental Championships. The World Championship Committee was mandated to obtain the input of the top players before finalising the Regulations for the new cycle starting November-December with the 128 player knockout tournament now renamed the FIDE World Cup. Grand Prix Tournaments. Speaking to the issue of the elite Grand Prix tournaments, the Board resolved that the event be allowed to continue, subject to the availability on a commercial basis, of sponsors. It resolved further to review the Regulations of the Grand Prix events with emphasis now placed on number of tournaments for the overall results. It further resolved to consider the inclusion of the certain existing tournaments as part of the series. Rapid Rating List. The Board noted that while FIDE was holding discussions with the WorldChessRating Company on an integrated rating program, it directed that the current rapid rating system be reviewed u nder the control of the Elista FIDE Rating Office. Other decisions taken by the Board include the admission of the Somalia Chess Federation as a CACDEC Federation, and the award of titles to the approved candidates including the anticipatory approval of the Grandmaster title to 15-year old Hikaru Nakamura of the United States on acceptance by Qualification Commission Chairman Mikko Markkula. The Board unanimously resolved to thank President Ilyumzhinov for the continued support of the World Chess Foundation to FIDE. It directed a Committee of the Board to draw up a contract formalising FIDE’s relations with the World Chess Foundation subject to approval of the General Assembly. Finally, the Board unanimously resolved to thank the Government and people of Romania for the warm hospitality accorded members of the Presidential Board during the meeting. In particular it thanked the Romanian Sports Minister Georgiu Gingaras and host President of the Romanian Chess Federation, Mr. Alexandru Crisan for the excellent arrangements made for the meeting. Presidential Board in the course of the year granted provisional membership to a number of Federations which list shall be published before the commencement of the General Assembly. 5.2 Exclusions. Cases of the Federations temporarily excluded for non fulfilment of their financial obligations toward FIDE shall be submitted to the General Assembly for decision on their definite exclusion. The Secretariat in consultation with FIDE`s Solicitors shall submit proposals on amendments to Statutes regarding the power of the Executive Board to carry out fully all the functions of the General Assembly on non-Olympiad years except matters of elections and change of statutes. 6.2. In the light of the Prague Agreement the Presidential Board recommends the adoption of the GM Steering Committee as assuming the functions of the Players` Council. REGULATIONS (simple majority vote) 6.6. After approval of Presidential Board (Doha July 4th 2002) General Secretary submits proposal on amendment to regulations regarding eligibility to participate In FIDE events (C.05) proposing : 1/ Players who play in FIDE events despite their non-eligibility, shall have an additional two years added to the period before being eligible to play. 2/ To cancel article 4.3 regarding resident players in the country of federation readmitted to FIDE. 3/ To cancel article 6 regarding transitional arrangements which are no longer valid. 6.7. After approval of Presidential Board (Moscow December 2001 and Doha July 2002) FIDE Treasurer submits 7 proposals to amend financial regulations. 6.7.1 (A.03 – 7.3): Entry fees to be waived for participants of organizing federation for all youth competitions. 6.7.2 (A.03. – 10.4): Late report service charge of CHF 100 for each report and invoices to be submitted to federations every quarter. 6.7.3 The regulation regarding action to be taken on rating and titles for players from no service Federation shall only be included in the &rsquoHandbook&rsquo under Financial regulations. It is proposed that tournaments submitted for rating by non-service Federation shall be returned to the Federation. There will be a delay of three months from the time a federation no longer receives service to the implementation of this regulation. 6.7.4 It is proposed that the entry fee for the World Amateur be set at CHF 50 for players who are not exempt from fee. 6.7.5 Some

FIDE publishes the communique of the 3rd Quarter FIDE Presidential Board Meeting that was held in Moscow, Russia, 8-9 September 2002. Communique of the 3rd Quarter FIDE Presidential Board Meeting, Embassy of Kalmykia, Moscow, Russia 8-9 September 2002 Concurrent with the Russia vs. Rest of the World Chess Match, Presidential Board of FIDE met 8-9 September 2002 at the Embassy of Kalmykia in Moscow, Russia. The Board was given an update of progress made since the last meeting in respect of the Prague Agreement by the FIDE President. President Kirsan Ilyumzhinov took time to remind members of the high points of the Agreement namely the return to the World Championships of FIDE`s leading players, Grandmasters Garry Kasparov and Vladimir Kramnik. President re-emphasised that FIDE`s singular achievement from the Prague Agreement was the recognition by all parties of FIDE`s ownership of the World Chess Championship title. He said that in the period between now and the General Assembly meeting in Bled, proposals in respect of the immediate and future plans of the World Chess Championships would be considered. The Board noted in particular, the proposal submitted to the Board members by Grandmaster Yasser Seirawan at the meeting. Members of the Board also thanked the President for the steps he was taking to live up to the commitments of FIDE Commerce to FIDE as well as the revival of its activities. With respect to the Grand Prix series, the Board noted with interest, the proposal to organise the Grand Prix by the Icelandic Chess Federation while it also called on Vice President P.T. Ummer Koya to pursue the interest expressed in India for this event. The Board noted with satisfaction the arrangement being put in place to organise the 2nd World Chess Cup at the film city of Ramoji in Hyderabad, India, with the world`s leading players expected to participate from 9 to 22 October 2002. The Board approved the proposal of Executive Director Emmanuel Omuku to task the General Secretary and Treasurer to examine the pre-requisites for the granting of provisional membership to a number of new African Federations which were expected to join FIDE, preparatory to the 2003 All African Games in Abuja, Nigeria, where chess is expected to feature. The Board agreed that in order to avoid any misunderstanding, these new Federations will be entitled to vote after the reopening of the proxies after elections. The Board resolved to offer a last chance to excluded Federations for readmission provided they paid their outstanding dues to FIDE by directing that letters be dispatched to them to submit their team lists for the Olympiad on or before 25 September 2002. It resolved to accept the entries of Sudan and Bahrain to participate in the Olympiad. At the instance of Deputy President Georgios Makropoulos and Executive Board member Morten Sand, the Board considered the Agreement reached by the main parties concerned in the crisis in Romanian Chess. Accordingly, the Board resolved inter-alia to recommend the terms of the Agreement in place of the Resolution of the FIDE Executive Board at its meeting in Halkidiki on the same subject, to the General Assembly for final approval. The terms as contained in the Agreement call for the participation of Grandmaster Alexandru Crisan in 2 more supervised tournaments while International Master Adrian Negulescu is expected to participate in one more supervised event. All the factions in Romanian chess were admonished by the Board to respect ALL the terms including the ceizure of all court cases as well as all forms of attacks in the media. The Board enjoined the World Chess Hall and Fame Committee of FIDE Vice Presidents Stephen Doyle, Treasurer David Jarrett and Executive Director Emmanuel Omuku to come up with a definite criteria as well as list of the first FIDE nominees for induction into the Sydney Samole World Chess Hall of Fame in Miami. The FIDE Presidential Board will be held on 8th and 9th September 2002 in Moscow, Russia. The FIDE Presidential Board shall hold its 3rd quarter meeting on 8th and 9th September 2002, at the Embassy of Kalmykia in Moscow. The meeting shall be held concurrent with the Russia vs. Rest of the World Chess Match, 8-11 September 2002. 2002 2nd quarter FIDE Presidential Board Communique

FIDE publishes the communique of the Presidential Board meeting that was held on 6-7 July 2002 at the Ritz Carlton Hotel, Doha, Qatar. RITZ-CARLTON, DOHA, QATAR, 6-7 JULY 2002 Presidential Board of FIDE met 6-7 July 2002 at the Ritz Carlton Hotel, Doha, Qatar. The Board reviewed the Prague Unity Plan and unanimously resolved to endorse the concept of the unity plan while anxiously awaiting the details of the proposed business plan. It congratulated the FIDE President H.E. Kirsan Ilyumzhinov for his personal efforts, which led to the agreement signed inter alia by both Grandmasters Gary Kasparov and Vladimir Kramnik, in which FIDE was rightfully recognized as custodian of the World Chess Championship title. With respect to the future of the Grand Prix series, the Board noted the proposal of the All India Chess Federation to organize another Grand Prix event in November-December 2002. It requested FIDE Vice President P.T. Ummer Koya to formalize the bid. The Board confirmed the decision of the Steering Committee to forward the protests of the Spanish, German and French Chess Federations with respect to the penalty fees for late submission of rating reports to the General Assembly for final decision. Meanwhile, all efforts will be made to encourage dialogue between the Board and the 3 Federations on a possible way forward. Regarding the deadline for the submission of candidacies for the FIDE offices at this year&rsquos Congress in Bled, the Board set the deadline at midnight (Swiss time) 7 August 2002 for the receipt at the FIDE Secretariat of all documents either by fax or by regular mail. The Board approved titles for over the board play and noted in particular, the award of the title of Grandmaster to reigning European Women&rsquos Chess Champion WGM Antoaneta Stefanova of Bulgaria. The Board reconfirmed its commitment to support the ASEAN Chess Academy and, subject to the submission of financial details and the availability of funds to cater for some of its financial needs. The Board noted with satisfaction the decision by the FIDE President to fulfill the financial commitments of FIDE Commerce to FIDE as well as the steps being taken by the President to strengthen the activities of the company. This includes the appointment of Mr. Casto Abundo as Director of the company. In addition, Mr. Abundo has been empowered to resuscitate the FIDE website. Finally, the Board unanimously resolved to convey its deepest appreciation to the President of the Qatar Olympic Committee H.R.H. Sheikh Tamim bin Hamid Al Thani as well as the FIDE Continental President for Asia Mr. Khalifa Al Hitmi for the excellent arrangements laid out for the Board members at this meeting.
